This civil case emanates from the 2009 arrest of the plaintiff, Larry David Jackson, for obstruction of justice. The arrest followed Jackson's encounter with a Saltville, Virginia, police officer in the driveway of Jackson's home while the officer was in the process of issuing a traffic citation to Jackson's son.
