MEMORANDUM OPINION

Plaintiff New Life Evangelistic Center, Inc. ("New Life") commenced this action on July 13, 2009, naming as defendants Kathleen Sebelius, in her official capacity as Secretary of the U.S. Department of Health and Human Services ("HHS"), and Martha N. Johnson, in her official capacity as Administrator of the U.S. General Services Administration ("GSA") (collectively, "Defendants").
