This case arises from the tragic death of a young man in a swimming pool at his Houston Independent School District high school. C.A. was a senior at Westside High School. His physics class included a project to build boats out of cardboard and duct tape and test them in the school's swimming pool. C.A. did not know how to swim. He drowned during the class.
