Plaintiff Patrick McDonough ("McDonough" or "Plaintiff") alleges that defendants the City of Chicago (the "City"), Alexander Vroustouris ("Vroustouris"), Richard Rice ("Rice"), Brian Murphy ("Murphy"), and Tommie Talley ("Talley") (collectively, "the City Defendants"), defendant Thomas Briatta ("Briatta"), defendant Michael Tierney ("Tierney"), and defendant Donald Tomczak ("Tomczak")
