On December 30, 2009, plaintiff Kelmit Oquendo-Rivera ("Oquendo") filed an amended complaint (Docket No. 33) alleging violations of his constitutional rights pursuant to 42 U.S.C. § 1983 ("section 1983") by members of the Puerto Rico Police Department ("PRPD"). The Amended Complaint names six members of the PRPD as defendants, three of whom are also sued in their capacity as supervisors for supervisory liability...
