On December 1, 2008, pro se plaintiff Donald F. Blizzard, Sr. ("plaintiff") filed this civil rights complaint pursuant to 42 U.S.C. § 1983. (D.I. 2) The claim arose when members of the Delaware State Police ("DSP") stopped a car in which plaintiff was a passenger.
