Plaintiffs Wesley Hamilton and Joseph Mitchell bring this cause of action for employment discrimination under provisions of the Civil Rights Act of 1871. They are members and officers of the District of Columbia Fire and Emergency Medical Services Department ("DCFEMS"), which is an agency of the District's municipal government.
