During the 1990s, a group of men led by Kevin Gray and Larry Moore distributed large quantities of narcotics across Washington, D.C, using violence to promote their operations. An associate of Gray and Moore during this period was the defendant, Larry Wilkerson. He, Gray, Moore, and eighteen others were eventually prosecuted on charges stemming from this drug ring.
