Now before the Court is plaintiff Emile Mazloum's motion for an award of attorneys' fees and costs against defendant Anthony Ramirez pursuant to 42 U.S.C. § 1988(b). Section 1988(b) provides that a court may, "in its discretion," award a "reasonable attorney's fee" and costs to a party that prevails in an action to enforce a provision of the civil rights laws, including 42 U.S.C. § 1983....
