OPINION

IRENAS, Senior District Judge:

Presently before the Court are Plaintiff's Motion for Summary Judgment and Defendants' Motion for Partial Summary Judgment on the Enforcement Issue. For the reasons set forth below, Plaintiff's Motion will be granted and Defendants' Motion will be denied.1
