Plaintiff Fernando Gonzalez-Perez ("Gonzalez") filed this suit alleging violations of his constitutional rights stemming from his arrest. He brings this action pursuant to 42 U.S.C. §§ 1981 and 1983 alleging a claim of excessive use of force, as well as state law claims under Article 1802 of the Civil Code of Puerto Rico, P.R.
