I. INTRODUCTION

Plaintiff Kwasi Sekou Muhammad is an inmate who is presently confined at East Jersey State Prison in Woodbridge, New Jersey, and who was previously confined at the Albert C. Wagner Youth Correctional Facility ("ACWYCF") and at South Woods State Prison ("South Woods"). Plaintiff's left leg was amputated below the knee prior to his incarceration, and he consequently uses a prosthesis to ambulate....
