Appellant-Relator Eric Stenson appeals the dismissal of his qui tam action alleging violations of the False Claims Act ("FCA"). See 31 U.S.C. § 3729(a)(1). Stenson also appeals the denial of his motion for leave to amend his first amended complaint ("FAC").
