Aleia Tousis, as special administrator of the estate of her father, Gus Tousis, sued a law enforcement officer who shot and killed Gus Tousis following a high-speed chase. The officer moved for summary judgment on qualified immunity grounds, and the district court denied the motion. We reverse.
