Cook County contends that a number of banks operating in northern Illinois made credit too readily available to some borrowers, who defaulted, and then foreclosed on the loans in a way that injured the County. It filed this suit in 2014 under the Fair Housing Act, 42 U.S.C. §§ 3601-19 (FHA or the Act).
