OPINION

Francisco Reyes-Corado ("Reyes-Corado"), a native and citizen of Guatemala, petitions for review of a decision of the Board of Immigration Appeals ("BIA") denying Reyes-Corado's motion to reopen. We grant the petition for review and remand to the BIA for further proceedings consistent with this opinion.
