ORDER
The United States Supreme Court reversed the judgment in this case and remanded the case to this court for further proceedings. See Wilkins v. United States, ___ U.S. ___, 143 S.Ct. 870, 881, 215 L.Ed.2d 116 (2023). We remand this case to the district court for further proceedings consistent with the Supreme Court's decision.
