Gail Dominick was dismissed from her role as a Cadre On-Call Response Employee (CORE) for the Federal Emergency Management Agency (FEMA) in 2017. Dominick claimed that her dismissal resulted from race-based discrimination in violation of Title VII of the Civil Rights Act of 1964.1
