Christopher Henderson fled from three officers investigating drug activity. An officer chased Henderson and commanded him to stop. Eventually, Henderson stopped and turned suddenly toward the officer. The officer feared Henderson was reaching for a weapon, so he tased him. Henderson sued Harris County and the officer.
