David Smith appeals from the district court's dismissal of the civil rights claims he alleged against the Santa Cruz County defendants. We have jurisdiction pursuant to 28 U.S.C. § 1291. We review the dismissal de novo, see Cervantes v. Countrywide Home Loans, Inc., 656 F.3d 1034, 1040 (9th Cir. 2011), and affirm.
