OPINION

Does Father Maloney's Boys and Girls Haven count as a state actor under 42 U.S.C. § 1983? The district court ruled that the Boys and Girls Haven, a residential institution that provides treatment to at-risk youth, does not fit the bill. We agree and affirm.
