William Noel Morales-Negrón ("Morales") was apprehended in February 2016 by Drug Enforcement Administration agents and U.S. Marshals Service deputies during a search for fugitives in Yauco, Puerto Rico. In the course of the apprehension, Morales fled from the agents, throwing a fanny pack onto the roof of a nearby residence...
