In 2004, a jury convicted Fontaine Sherman of conspiring to distribute 50 grams or more of cocaine base. See 21 U.S.C. §§ 846, 841(b)(1)(A) (1997). The district court sentenced him to 240 months in prison, and this court affirmed the conviction on appeal. United States v. Sherman,
