Sherif Akande pleaded guilty to fraud offenses without entering a plea agreement. The district court sentenced him to 199 months' imprisonment, and we affirmed. Akande then moved under 28 U.S.C. § 2255 to vacate his conviction, contending that he received constitutionally ineffective assistance from his counsel...
