Antonio Sicat, a 50-year-old native and citizen of the Philippines, was ordered removed in absentia by an immigration judge (IJ) in March 2016. The IJ denied Sicat's motion to reopen his removal proceedings and to rescind the order of removal, and the Board of Immigration Appeals (BIA) affirmed.
