Twenty-four Cuban migrants sought sanctuary on the American Shoal Lighthouse (the "Lighthouse"), located seven miles south of Florida's Sugarloaf Key. They were discovered by the U.S. Coast Guard, detained aboard a cutter vessel, and classified as removable for not having reached U.S. dry land.1
