Fermin Leonardo Monroy, a native and citizen of El Salvador, petitions for review of an order of the Board of Immigration Appeals ("BIA") that denied, as a matter of discretion, Monroy's application for special rule cancellation of removal under § 203 of the Nicaraguan Adjustment and Central American Relief Act ("NACARA").
