An Ohio state-court jury convicted Petitioner-Appellant, James Frazier, of aggravated murder (with two death-penalty specifications), aggravated burglary, and aggravated robbery. The jury recommended the death penalty, and the state-trial-court judge sentenced him to die by lethal injection.
