Vicente Martinez-Martinez (Martinez) petitions for review of an order of the Board of Immigration Appeals (BIA) dismissing his appeal on the grounds that Martinez had knowingly and intelligently waived his appellate rights before the immigration judge (IJ) at his initial hearing.
