Petitioner Ming Li Hui, a native of Hong Kong, overstayed her visa and was placed in removal proceedings. She applied for asylum, withholding of removal, and protection under the Convention Against Torture (CAT). The Immigration Judge (IJ) denied all three claims, and the Board of Immigration Appeals (BIA) affirmed. Hui now seeks a petition for review focusing on the denial of withholding of removal.
