This appeal involves a single issue regarding the federal Sex Offender Registration and Notification Act of 2006 ("SORNA"). SORNA requires sex offenders to register with state-run sex-offender registries and to keep their registrations current. However, persons who were convicted of sex offenses before SORNA's enactment on July 27, 2006 ("pre-enactment sex offenders") are only required to comply with the statute's registration requirements...
