WILKINS, Circuit Judge:

Under the Trade Agreements Act of 1979 (TAA), 19 U.S.C. §§ 2501-2581, the federal government is barred from purchasing products that do not originate from "designated countries." See id. § 2512; 48 C.F.R. §§ 25.003, 52.225-5(a) (listing the designated countries). Appellee Govplace sold Hewlett-Packard ("HP") products to the federal government.
