Richland County is a rural county in southwestern Wisconsin. Jennifer Petkus, the plaintiff, owns a property in the county that she calls the Thyme & Sage Ranch and that, as Richland County's official dogcatcher, she operated as an animal sanctuary until 2009, when she was arrested after an investigation by an animal-cruelty investigator for the ASPCA.
