This is a breach of contract case against the United States, on appeal again from the United States Court of Federal Claims ("trial court"). Appellant Central San Joaquin Water Conservation District ("Central") seeks modification of the trial court's damages award, made by the trial court following our earlier remand. Stockton E. Water Dist. v. United States, 583 F.3d 1344
