Wildon Manf redo Aquino Cordova ("Aquino"), a native and citizen of El Salvador, petitions for review of the final order of the Board of Immigration Appeals ("BIA"). For the reasons that follow, we grant Aquino's petition for review and remand the case to the BIA for further proceedings.
