In January 2013, Jorge Ramirez-Gonzalez was indicted for illegal re-entry into the United States in 2011 by an aggravated felon, in violation of 8 U.S.C. 1326(a) and (b)(2).1 In March 2013, he pled guilty to the charge. The presentence report ("PSI") prepared by the District Court's Probation Office enhanced Ramirez's base offense level of 8 by 16 levels pursuant to U.S.S.G. § 2L1.2(b)(1)(A)(ii) based on his 2006 conviction...
