TJOFLAT, Circuit Judge:

Fred Anderson Jr. is a Florida death-row inmate awaiting execution for capital murder. The crime occurred on March 20, 1999, while Anderson was robbing a bank in Mount Dora, Florida. The only bank employees on duty at the time were two tellers. Anderson, using two handguns, shot them both. One of the tellers died at the scene, and the other survived. At his trial in Lake County, the jury convicted Anderson of capital murder,
