Petitioner Kishan Thapaliya, a native of Nepal, suffered a single beating by a group of Maoists in April 2003 and now challenges the decision of the Board of Immigration Appeals ("Board") which affirmed the Immigration Judge's ("IJ") denial of his request for asylum. The record evidence does not compel a conclusion contrary to the agency's decision, even though the Maoists also may have threatened Thapaliya with a gun during the isolated event...
