Moise Rodriguez is a Florida state prisoner who is serving a thirty-year term of imprisonment. He appeals from the District Court's denial of his motion to reconsider the denial of his 28 U.S.C. § 2254 petition. Mr. Rodriguez's appeal concerns the Florida Attorney General's failure to serve him with the appendix of exhibits it filed separately from its answer ("Appendix"), and the District Court's refusal to compel service of those exhibits...
