A Moberly police officer shot Stanley Harlan in the chest with an electronic control device (ECD) after a traffic stop just past midnight on August 28, 2008. Harlan died within two hours, and his mother Athena Bachtel sued the City of Moberly and several police officers under 42 U.S.C. § 1983 for excessive force and deliberate indifference. After that case settled for $2.4 million in June 2009...
