Winnifred Bell, Allura Lightfoot, and Deanna Waller (collectively, the "Plaintiffs") challenge the City of Winter Park's Ordinance No. 2886-12, which generally prohibits targeted picketing within 50 feet of a residential dwelling, as an unconstitutional infringement on their First Amendment right to freedom of speech.
