After Randolph Koch took a stress test in 2007, his cardiologist recommended that Koch enter a cardiac rehabilitation program. Koch, who was then working for the Securities and Exchange Commission in Washington, D.C., submitted a request for a work schedule accommodation so that he could undergo rehabilitation without using his work leave.
