In 2012, the Department of Homeland Security initiated removal proceedings against Wilberto Miresles-Zuniga, who conceded removability because he had been convicted of a firearms offense and a crime of domestic violence. Although Miresles-Zuniga sought cancellation of removal, the immigration judge ("IJ") found that he was not statutorily eligible for that discretionary relief because of the "stop-time rule" in 8 U.S.C. § 1229b...
