The Arms Export Control Act (AECA), 22 U.S.C. § 2778, regulates the export of "defense articles" such as ammunition, and subjects to criminal liability anyone who "willfully" violates its requirements. Brian Keith Bishop was convicted under the law for attempting to export small-arms ammunition to Jordan without a license.
