Prison mailroom employees confiscated copies of several automotive magazines that inmate Shawn Stauffer ("Stauffer") ordered while he was participating in the Texas Department of Criminal Justice's ("TDCJ") Sex Offender Treatment Program ("SOTP" or "Program").
