Plaintiff-Appellant Energy Management Services, L.L.C. ("EMS") appeals the district court's order denying EMS's motion to remand its suit against the City of Alexandria, Louisiana ("the City") to the state court from which it was removed. Because the district court does not have jurisdiction over EMS's suit, we REVERSE the district court's order and REMAND this case to the district court with instructions to remand it to the Louisiana state...
