If an owner of real property in Illinois does not timely pay his county property taxes, the county may "sell" the property to a third, often called a tax purchaser. The tax purchaser does not receive title to the property, but rather receives a "Certificate of Purchase" which can be used to obtain title to the property if the delinquent taxpayer does not redeem his property within about two years.
