Bartell Keithley, a Chicago police officer, shot Devaris Perry twice during an encounter that ended in Perry's arrest. Perry was acquitted of the related criminal charges and filed suit against Officer Keithley and the City of Chicago, alleging violations of both federal and Illinois civil rights laws, and seeking indemnification from the City.
