In 2004, Mark Manuel, Jr. ("Manuel") pled guilty to mail fraud, in violation of 18 U.S.C. § 1341, and conspiracy to commit mail fraud, in violation of 18 U.S.C. § 371. He was sentenced to prison followed by a three-year term of supervised release. After being released from prison, Manuel repeatedly violated the conditions of his supervised release.
