The City of New Orleans (City) appeals from the district court's orders entering judgment on a consent decree with the United States Department of Justice (DOJ) related to past practices of the New Orleans Police Department (NOPD) and denying the City's motion to vacate the judgment under Rule 60(b) of the Federal Rules of Civil Procedure.
